History: Ouka is the illegitimate daughter of Takatori Reiji and Sakaki Shizuka. Because Shizuka and Reiji never married, Ouka didn't learn the identity of her father until later in her life. She lives with her mother -- a restaurant owner -- and takes her mother's last name, but it is clear from how spoiled she is and how she acts so upper class (despite having a mother that is just the owner of one restaurant) that her father obviously dotes on her. He spoils her and gives her everything that she asks for without hesitation. This was not, however, always the case.
She has three half brothers -- Hirofumi, Masafumi, and Mamoru -- two of which are dead and one has been missing for years. However, while she is very close to her father, she does not actually know anyone else in her family. In fact, when holding a picture of her, Hirofumi did not even recognize her. And Ouka had no idea Mamoru existed until quite recently.
Since finding out who her father was, Ouka has had to work to obtain the level of affection he has for her now. He is, after all, a politician, and also was never really close to any of his sons or even his own brother. This is evident by the fact that Reiji was perfectly okay with sacrificing Masafumi, but was enraged when he found out that Ouka had been accidentally killed.
She is blissfully unaware of the atrocities the Takatori's have done onto others, and thinks the world of her father.
The Anime & Her Death: When we meet her in the Anime, she's a normal, albeit annoyingly stuck up high schooler. Like many other young girls, she's a frequent customer of the flower shop that Weiss works undercover at. She's particularly attached to Omi, the youngest of the group and the one that is most patient and kind. She spends a majority amount of her visits to the shop buying flowers so that she can gift them back to Omi, though he seems mostly disinterested.
It isn't until she is kidnapped and put into a human hunting game, that Omi sees the sides of her that aren't preppy, self-indulging little girl. After seeing her risk her life to save a stranger from a pack of wild dogs, Omi begins to return her affections for him. He tries his best to keep her in the dark about his secret assassin identity, but it's hard with someone as curious and forceful as Ouka. Schuldig doesn't quite help the situation by playing with Ouka's mind by telling her that Omi is actually Mamoru Takatori, the third son of Reiji who'd disappeared when he was incredibly young.
Ouka questions her mother and pushes until she learns the truth, that yes, Omi is actually Mamoru, which would make him her older brother. She's confused and unsure what to do, but decides in the end that she needs to tell Omi and talk to him about it. But Schuldig steps in once more before that can happen, and kidnaps her to lure Omi and the rest of Weiss to their death.
Omi saves her from the grasps of Schwartz, and she confesses to him that they're brother and sister. He tells her that he's never had a family before and that now he has her, that it's a wonderful thing, and they'll be together forever. Unfortunately, a shot meant for Omi accidentally misses and hits Ouka in the back. Before she dies in his arms, she tells him that she's happy.
Personality: At first glance, Ouka is nothing but a spoiled brat. She's so used to being given everything she's ever asked for, that she rarely ever asks, anymore. She simply demands. And things always seem to end up going her way (occasionally, a little persuasion is needed. But she's Ouka, that should be persuasion enough, really.) She's not particularly vain, but she is quite aware of the fact that she is beautiful. Ouka does take care of the way she looks, and knows how to "dress to impress," so to speak.
The casual observer might think that Ouka cares only for herself. After all, with all that demanding, it generally gives off the air that she's a selfish little girl. However, -- and it may be a little surprising -- she actually has a very strong set of morals. She may be all about caring only about getting everything she wants on the surface, but when things get rough, Ouka is not afraid to throw herself out there to save the lives of others. She does care deeply for her friends (though it seems that sometimes she has a hard time getting friends, seeing as how loud, opinionated, and abrasive she can come off as), and often worries a little too much over them. She wants the best for those that are important to her, but this occasionally can turn into her being just a little too nosy. Her morals aren't only displayed toward her friends, she can also be very selfless at times toward strangers: when she and Omi were captured as bait for a human hunting game, she risks her own life to shoo away some very aggressive dogs in order to save the stranger that they had been attacking.
Perhaps it is due to the fact that she's won over the only person who's said no to her (her Papa), but Ouka is completely without fear. She knows she is important, and thus, is not afraid to speak her mind or push past those who are a little less important. However, in this way, she is also very sheltered. She hasn't seen enough of the outside world and the cruelty that human beings can exhibit (ironically, a majority of which seems to be dealt by her own father.) Ouka has a very naive and childish way of looking at the world in simple black-and-white. This causes her to sometimes make some poor judgment choices without even a blink. In fact, there are times when she simply does not understand the situation at hand, and ends up taking a dangerous situation way too easily; there's always an almost-childish mentality of, "everything will end up alright, because things always sort itself out." Even when faced with undeniable danger, she still manages to remain fierce. (Though, a little damsel-in-distress when Omi is around never hurt anyone.)
While she doesn't seem to get along with any of the other members of Weiss, she does take a very noticeable interest in Omi, the youngest of the group and the one closest to her age and friendliest. At first, she comes off as incredibly abrasive, causing him to become uncomfortable (the jokes that Youji makes toward him obviously don't help.) She ignores everything that he tells her and pretty much forces herself onto him, making it very difficult for him to do his job as an undercover assassin. While it's not shown in the anime, this is likely the approach she took with her father as well, and that ended up working out in her favor in the end. Even despite all of her aggressiveness and pushiness, he manages to (eventually) see the caring, beautiful person she is and falls for her.

Currently, it's mostly migraine-inducing and will probably cause anyone within that radius (minus her God) to become annoyed and disoriented, as one would when hearing the same, shrill, loud sound going off constantly. She's got pretty good stamina, but will have to breathe once in a while, so being quick to react when she's taking a breath would be your best bet to keep her from going on.
